Lynne’s experience is in relation to giving advice to local authority clients with regard to the Public Contracts Regulations and EU procurement rules generally. She drafts a variety of tender documentation under the open, restricted and competitive dialogue procedures and sees matters through to completion. Lynne works on waste projects and on building and engineering contracts (JCT and NEC suites).

Lynne brings not only legal expertise, but an understanding of knowledge and skills across other aspects including specification writing, payment mechanisms and performance management frameworks. She enjoys working with in-house teams, other external advisers and shares knowledge and provides legacy.

Lynne advises local authority clients on their waste management projects, including collection, cleansing, household recycling centres and disposal. She also provides support for waste infrastructure projects involving various treatment technologies. Lynne also advises local authority clients on construction projects using either the JCT or NEC suites of contracts.

Case highlights

Amongst others, she has advised Westminster City Council, London Borough of Tower Hamlets, Suffolk County Council, Warrington Borough Council, Southend Borough Council, Milton Keynes, Buckinghamshire CC, Surrey, St Albans District Council, Welwyn Hatfield BC and Hertfordshire County Council on waste management matters, including collection, cleansing, household recycling centres and disposal.

She has provided support for a number of waste infrastructure projects involving various treatment technologies, including Cheshire East Waste Treatment Facility, Suffolk EfW, Buckinghamshire EfW, Milton Keynes ATT/AD/MBT.

Lynne has worked with local authority clients on construction projects for many years. She advised a local authority client from the outset of their major leisure and pool construction project and advised on the procurement strategy using the JCT form of contract. She understands the form of NEC contract and has drafted revisions to it for a local authority client.
